Norwegian wealth tax in the proposed 2027 state budget

On 7 October 2026, the Støre government presented its proposal for the 2027 state budget. Below is an overview of the proposed changes to wealth tax.

Minor adjustments to wealth tax

The government has announced that it will return to Parliament early in 2027 with a separate proposal for a comprehensive tax reform based on the recommendations of the Tax Commission in NOU 2026: 9 Veien mot et bedre og mer forutsigbart skattesystem (The path towards a better and more predictable tax system). Pending this, only minor changes to wealth tax are proposed for 2027.

Increased basic allowance, but rates and valuation discounts continued

The threshold for the low valuation of a primary residence of NOK 14,000,000 and the threshold of NOK 21.5 million for bracket 2 of the wealth tax are continued nominally from 2026 to 2027.

The government proposes that this additional revenue be used to increase the basic allowance for wealth tax by NOK 90,000, from NOK 1,900,000 in 2026 (NOK 3,800,000 for married couples) to NOK 1,990,000 in 2027 (NOK 3,980,000 for married couples). This corresponds to an increase of approximately 4.7%. 
Threshold and rates unchanged. The rates are continued unchanged from 2026 to 2027, at 0.65% in bracket 1 and 0.75% in bracket 2 for wealth tax payable to the state. Municipal wealth tax remains capped at a maximum of 0.35%, unless the municipality has adopted a lower rate.

The threshold for bracket 2 of the state wealth tax is continued nominally at NOK 21,500,000.
Valuation discounts for real property, shares and other assets are continued pending Parliament’s consideration of the Tax Commission's recommendations.
